Scout cannot build without geography, asset criteria, and disqualifiers. Written submission before kickoff is a hard dependency. Delay here delays everything.

Name a single decision owner
One named owner with authority to approve builds, scripts, and cohort lists is the difference between a 4-week build and a 6-week build.
